The Law
applies the current institute of "special criminal proceeding" in the
Criminal Procedure Code to suspects (accused) who are hiding on the temporary occupied territory
of Ukraine or in the ATO area, and have been put on the wanted list.

Under the Law, special pre-trial investigation and special judicial proceeding under a general rule will be conduced only against persons who have been put up on interstate and/or international wanted list.
Amendments have been made to the Criminal Procedure Code, laws "On ensuring rights and freedoms of citizens and legal regime on the temporary occupied territory of Ukraine" and "On administration of justice and criminal proceedings in connection with the anti-terrorist operation".
